Number of Train Sets Used for Each Long Distance Train?

I know Amtrak is supposed to imposes fees on the freight railroads when trains are late, are these fees ever imposed or successfully collected? And if they are, how pathetically low are they?

I don’t know the specific amounts, but in many cases the fees are just applied against what Amtrak pays the host railroads in track access. So, the better the OTP, the more Amtrak pays, the worse the OTP, the less Amtrak pays.
