I doubt Amtrak gets the $$, or gets a small %. Access America is used by airlines, AAA, etc. for travel insurance.
 
I would think that Amtrak gets paid to allow Access America to give travel insurance to their passengers. And I could see it being worth it IF your connection wasn't guaranteed, as they provide you with some money in case your trip was delayed, and for a long trip like CHI to LAX, maybe $8.50 isn't too bad, but I don't see the point. I safeguard all my stuff (so I don't really NEED the first), I always book connections that are guaranteed and don't mind waiting if train is delayed, so really the last one would be the only thing that might come in handy.
