If you earned NEARLY enough rail points to get the next level, but had to redeem them would you have to start all over again?

For a simple example (not actually anybody is doing), you have 6,000 rail points, with 4,000 from this year and redeemed a 3,000 point NEC ticket-- how does this affect membership if at all?

It doesn't.

The levels only are only affected by how many points you've earned in a given year, not how many you've spent or are in your account.
 
There are two kinds of points Rail Points and Points.

Rail points accumulate as you earn them, regular points you earn and spend.

Rail points total only goes up until the "new year", Points are like money - you never have enough and your total goes up and down as you get and spend them.
 
Also (assuming a 100 point trip with a triple point promo), you may earn 300 points. Your point balance increases by 300 points that you can spend, but only 100 points will count as "rail points" for select status. And the "rail points" amount is only from January 1 to December 31. On January 1 of the next year, the "rail points" will start at -0- again.
