My experience has been that most of the controls simply do not work. I know it's a bit odd to imagine that one can turn a heater or airconditioner on or off to suit your needs, but it IS possible in a non amtrak situation.
A simple retro fit of an extra cooling fan, as on Indian trains, and a warming hot air blower would solve most temperature issues.
