You may be on the right track. It may be that buildings and ownership might be different with Illinois ventures and Amtrak ventures. Maybe the freight RRs might have problems of Amtrak taking their freight business. Look at Brightline deliveries as well.
Also with the ACS-64s, I think it may have been possible that they were delivered to their owner (Amtrak) in the Bay Area who then could take them to the NEC. But the delivery to the owner cannot be done by anyone else. Because the ventures are owned by IDOT, they must be delivered to IDOT, which means they can’t travel on Amtrak to get there.

If IDOT (or the consortium) owns them, why is it OK for BNSF and UP to handle them, but not Amtrak ?
 
First off the cars delivered are not accepted yet, so moving them in passenger service would be a liability both for Siemens and owner.
freight railroads move things differently but under contract by either owner or Siemens.

For example, the Metro North Chargers will be moved as special moves by freight railroads as MN does not want them flat switched or humped, or diverted. Ff Amtrak could move them? they would end up at an Amtrak facility, and would require a final move as non would be on Metro North.
