This post is going to continued in parts, there's to much to type at one time.
Silver Service is performing at an all time low! Management and labor manpower is understaffed, poor decision making by management and car defects are crippling all trains from Miami.
I've been working as a Foreman II for the last two weeks on the PM line and it has been mentally and physically draining. No regular Foreman would work the job, so I was asked to do it. THe PM line has 2 foremen, but 1 is out on injury and the job has not been filled. 1 man has been doing the job for 3 months and went on a much needed vacation. I wish I had said no!
The last 9 months has been horrible for running train!! New management has implemented a new program that has reduced manpower on the running trains. The program is that all cars will go thru the PM line and will be available to replace b/o cars on running trains. The cars should be capable of running for 90 days without a major defect. Returning all cars to 100% will take 18 months. It's not working!!!! The little defects are being ignored and slowly add up. By the time it gets to PM, it takes days to pull it together. Lack of parts keeps the cars from being returned to service. There are cars stacked up in the yard, waiting to go in PM.
Things have gotten so bad at Hialeah, The VP of Operations called Tommy Farr and wants to know why Hialeah can't get a train out on time. Tommy was here Tuesday and Wedsday and had to come back Friday.
Walked into yard Friday and Tommy wa standing at the crossing. Turns out that #98 and #92 had cars wth bad wheels and no people to work the pit. There were no replacement cars, so the diners had to be wheeled. All 3 trains were delayed by several hours. #98 departed 11:20am, #92 departed 3:45pm and #90 was still in the yard when I left at 4:30pm!!
Alot of the problem is the facility manager and the new system put in place. Hialeah has been stuck in a time warp and is trying to catch up. New computers have been installed and this has created more work for the foremen. They spend more time on the computer now and less time on the trains.
Management made all employees remove their personal golf carts from the property. A satellite warehouse was to be built in a vacant room. The carts are gone but the WH has not been done. We have to look around the yard to find a cart and this takes 15 to 30 minutes.
Management has implemented a new warehouse policy and this has slowed down repairs dramatically. I concur that knowing the yearly cost of maintaining a car is vital(it took this long to realize), but it takes 15 to 45 minutes to get a part. Due to union seniority regs, there is a constant turnover in the WH and the newbies don't know where the parts are. We are no longer allowed to go in the WH, so if the part request is wrong, we have to find a new part number and try again. Many times they say out of stock, only to find out they didn't know where to look.
Management has reduced the manpower and the number of hrs to work the trains. With PM cars backing up in the yard, there are no cars to replace bad cars in the consist. Again the program isn't working.
I sometimes wonder if this is being done on purpose!
More later.
