Surfliner unused ticket still usable?

It's been my understanding that an unreserved Surfliner ticket is good for one year. I have an unused ticket whose value I want to apply to a new ticket between a different station pair. I called Amtrak res but the woman told me the ticket was "forfeited" and has zero value. She told me she has no information about the 1-year policy.

Is the policy still in effect? Is there a way I can apply ticket value to a new ticket?
 
The ticket is valid for use up to a year between the city pairs on the ticket in either direction. You can modify or cancel the ticket up to the departure date/time of the train on the ticket. After that, I believe the policy is that it can only be used, but cannot be modified or cancelled.
