Actually, both Fascist and Communist countries, as well as theocracies, have tried restrictive measures to encourage population growth or reduction. Democracies usually try subsidies or tax credits.

In the current administration's case, there's a contradiction to be worked out. States with the highest birth rates tend to have the trains that budget hawks most want to drop. And metro areas may have different birth rates than the states they are in.

Population forecasts are used in planning projects, but they include factors besides the birth rate.

This is primarily another "The sky is falling" article and should be recognized as such. To call it "social engineering" is ridiculous.
