If, in fact, there are diners, baggage cars, or both restricted to 90, I wonder how they are assigned.

Host railroads may additional restrictions on certain classes of heritage cars but from a corridor perspective, only the 10031, the new LDSL sleepers, bag-dorms and diners are restricted to 90mph. The later group will undoubtedly have their speeds raised once they are delivered and tested.
