Amtrak 145 was involved in an accident and was last reported at Beech Grove for repairs back in Sept 2018.  Since it does not have any current report, it may still be there.

As of 7:30 Eastern, delays continue. Most commuter people were told to take buses or other forms of transportation to leave the city.  Amtrak trains will be in major delay. Last news conference said it may continue into this evening.

I believe if I had that connection booked, I would contact Amtrak to make sure it was still valid.  As is usually the case, "assuming" is not always the best policy.  

I have ridden the Pennsylvanian several times, both on short rides from Altoona to Harrisburg and on the longer distance PHL to PGH.  I also prefer a quieter setting and a cleaner restroom opportunity in BC. The snack amenities are o.k.   Shorter rides, I usually ride regular coach.

The OP did not mention if they were riding coach or in a sleeper on 30 to PGH.  If 30 is very late and the decision was made to stay on 30 to WAS and connect with an NER there,  the "free ticket" would likely only include a coach ticket and not the ability to remain in the sleeper to WAS.  If...
