What's up with #2130 (WASH - NYP) and why does it only run Friday night?
Is it a quirk of the last day of weekday service that can't be done in the middle of the week? Does it return to Washington over the weekend so the pool of trainsets remains the same for the weekdays?

2130 runs to NYP on Friday because 2124 is extended to BOS on Friday as 2174. It's basically to balance the fleet out.
 
The USA FRA COT&S has always been listed as 4 years between. What I was wondering was the initial construction of the brake vales and such the start of the 4 years. Anyone know if this is pure speculation? Or could it be from the first time the brake system was used at Hornell starts the 4 year clock?

A more down to earth reason is that Amtrak is setting up the AX-2s so COT&S will be spread out evenly over a 4 year period. So, then the major PHL facility would do one COT&S on an AX2~~ every 50 days depending on other periodic or unscheduled heavy maintenance. Since brake cylinders are most likely removed Amtrak may have several spares that can be rotated on on other TSs.
