The website says the passenger may be a asked for proof of age when purchasing and on board. In practice, I don't recall the website ever asking for birthdate, or certification of age. Seems reasonable to assume you're eligible if you're of a qualifying age at the time of travel.
Conductors will ask for ID when prompted by their device to do a random ID check upon ticket scan. That happens but it is pretty infrequent. In my experience it seems most people think they look younger than they are. There are many reasons for that (incremental changes over a long period of time, the tendency of others to complement others "you look good!", impossible to be objective about one's self, etc.). Most people more or less look about the age they are. People who have told me they look younger than they are, actually don't. Age is rarely kind to anyone. But exceptional people do exist, so random ID checks are necessary.
