Guaranteed MO River Runner connection with SWC? (Westbound)

I see that the SWC is garmented to connect with the Missouri River Runner going eastbound in Kansas City. However, the opposite does not appear to be true, presumably because the Runner is scheduled to arrive at 9:40 PM, and the SWC at 10 PM (eastbound is > 1 hour). Is there any way to have a guaranteed connection despite the short timeframe? I

Nope, no guarantee. Have to wait until Missouri subsidizes the second train again.

Second train as in the current westbound train or second train as in a second westbound entirely?

Second, earlier westbound schedule, basically a morning departure from St Louis in addition to the current afternoon onem
