When I go to Chicago I park a few blocks away from a CTA subway station. Usually the nearest blocks require permit for parking, but if you go to a few blocks away it's all free parking. Jefferson Park area is good for this. Also if you walk 20 minutes west of the Sears Tower, you enter a very nice neighborhood that is also all free parking.

How far away would the Sears tower be from the Amtrak station and how safe is it?

Gingee, the Amtrak station is on the west side of the Chicago River. The Sears tower is just across the bridge on the east side of the Chicago river.

Go up to the food court, turn right, keep going until you see stairs. The stairs exit on the west side of the river. Cross the bridge and you're there.

The Sears tower is now called the Willis Tower. Or maybe it's called the Willis building. It's no longer the Sears Tower.

There is no free parking in Chicago. In the neighborhoods, you must have permits to park there.
Not true, the permit parking is only in for the first or second block from the CTA stop. For downtown Chicago, West of Sangamon St. between Van Buren and Monroe street has many streets with free parking. Tough to find a spot on a saturday, but otherwise I have found spots.
