senior 10% discount excluded for certain thruway?

If I am booking a trip that offers more than one train and includes certain thruway - why is the 10% discount excluded on that thruway portion? and how do I find out which certain?

• Not valid for travel on certain Amtrak Thruway connecting services.

Some Thruways are not dedicated Amtrak services, and Amtrak is simply selling a ticket on that carrier’s service. Therefore, Amtrak‘s fare rules and discounts wouldn’t apply.
