The ground level map extends well past the location of Walgreens. As I mentioned above, the stairs & elevator on the lower level map appear to line up with those near the eastern edge of the ground level map.

The lower level map doesn't show a food court there, just Potbelly, Starbucks, L'Occitane, & Hudson News scattered among a sea of unoccupied or non-public areas.
The ground level extends over the tracks that the southern trains use. As the map indicates there is a large space between the food court we know and the other food court … that space is the tracks.
I did ask a guard in an area on the ground level that crosses to another building if there was a food court in that building’s basement and they said they were not aware of one.
 
If the east hall is normally closed, the only way to get to it is from the stairs/elevator by Abro Collective, unless you can get to it from the east side of the tracks.

The emergency exit next to the Chick-fil-A probably goes out to the west side of the tracks.

Because it most likely opens out to the lower level tracks that go under the building.
